Children’s Relief Bethlehem (CRB) is a Christian non-profit Association based in Lucerne/Switzerland. It operates Caritas Baby Hospital (CBH) in Bethlehem, the only hospital in the West Bank that is exclusively specialized in paediatric medicine. The guiding principle of the Association is deep respect for the dignity of all human beings irrespective of their social background or religion. Caritas Baby Hospital was founded in Bethlehem in 1953. The hospital has a vision of providing “Better health, for all Children in Palestine” guided by its Christian values and principles as its work ethic. The hospital offers holistic healthcare and psychosocial support for tens of thousands of babies and children and their families annually. The treatment of patients of needy families is financially supported. The hospital is a recognized pillar of the Palestinian health system in Pediatric Medicine and cooperates closely with the Ministry of Health and the UNRWA. The hospital executive operation is the responsibility of the local Executive Committee (EC) - Chaired by the Chief Executive Officer - and all staff are local Palestinians. The Board of CRB defines strategic goals of the hospital in close cooperation with the EC of the hospital. Chief Medical Officer (CMO) Position Description The Chief Medical Officer (CMO) assures the quality of the medical services of the hospital and plans for the sustainable future medical development of the hospital. The role of the CMO is to ensure high quality, patient-centered care by leading clinical and quality initiatives that support the provision of consistent clinical performance and practice standards across the hospital. The CMO provides senior-level leadership to the infection control, risk management, safety, functions, ensuring the collaboration and coordination of all stakeholders in these processes. The Chief Medical Officer is responsible for the medical wards (ICU, Neonate, Inpatient wards and Outpatient) Pharmacy, Physiotherapy, Laboratory, Radiology, Social Services, and Psychology and is a member of the Executive Committee and the Hospital Advisory Commission. Position Requirements: Bachelor Degree in Human Medicine and a Paediatric Speciality – Palestinian Board (other boards is a plus). A paediatric subspecialty is also a plus. Must have a valid medical license to practice in Palestine issued by the Ministry of Health. Must have at least 10 years documented previous experience as a Paediatrician in a hospital in a senior role. Having documented managerial and leadership experience of 3-5 years. To have published articles in the field of Paediatrics is a big plus. Excellent command in English Language is a must (reading, writing, speaking) - this will be tested - and ability to write professional reports. German is a plus. Excellent knowledge in local laws and regulations and well connected within the healthcare system in Palestine. Skillful communicator, strategic thinker, and thoughtful mentor with the servant leader mentality; empathetic, decisive, problem solver, culture builder and facilitator with a patient comes first mentality – is a must. Position Details: A member of the Executive Committee and the Hospital Advisory Commission. Will report to and work closely with the CEO and in full cooperation and coordination as pertains to the medical development, and yearly planning of the hospital medical departments. Regular reporting of activities and plans to the CEO and the Presidium. Ensure policies and procedures manual(s) are in place for the in scope Departments/activities and such manuals are comprehensive, up to date, reflect industry best practices, and regulatory requirements (as applicable) in order to implement medical care activities in a correct, effective and efficient way. Participate in developing the Hospital Strategy, Annual Operational Plans, and Departmental Key Performance Indicators. Participate in the preparation of the Hospital annual budget and provide the needed guidelines and assistance to the Hospital Various Directors and Departments managers to prepare the annual budget. Develop the annual operation plan for the in scope Departments, and submit it to the CEO for review and approval Provide oversight over the in scope Departments managers and manage their performance and developmental needs to be in line with the Hospital’s goals and objectives. Ensure that the communication and administration process includes transparency, impartiality, confidentiality, accessibility, and completeness. Establish and oversee quality assessment and improvement program for the in scope Departments. Identify cost effective systems needed to support the business of the in scope Departments taking into account Hospital budget. Oversee various in scope Departments work schedules and maintain adequate staffing level. Report on internal control weaknesses during the execution of all in scope departmental activities to Chief Executive Officers and Executive Committee Review and approve draft and final reports prior to be issued to CEO and other managerial level. Ensure clinical excellence is recognized and affirmed through quantifiable metrics in performance. Facilitate measurable improvement in physician and patient satisfaction.
